Know who and what is arriving, before it does.

API-PNR exchange, non-intrusive cargo inspection, air cargo information systems and digital tax stamps — modernising customs, excise and border revenue while accelerating legitimate movement.

Air cargo being processed at a customs facility
Revenue authorities lose to under-declaration, counterfeit excise goods and cargo that moves faster than the paperwork describing it. Tightening inspection slows legitimate trade, which has its own economic cost. The only way out is better information earlier.
Where we're putting our weight right now.

API-PNR exchange and non-intrusive cargo inspection are the two capabilities we're taking into live programmes with governments across our regions. They are the near-term, high-leverage moves in border security and revenue — advance data on who and what is arriving, matched to what the scanners and officers actually see at the crossing — and they work best deployed together.

API-PNR data exchange

Advance Passenger Information and Passenger Name Records, delivered to the international frameworks and wired into a risk engine that turns a raw carrier feed into an inspection decision before a flight lands.

  • PNRGOV and PAXLST messaging to ICAO, WCO and IATA standards, from carrier onboarding through to a single national window
  • Risk-scoring and watchlist matching that flags the few travellers worth a second look and clears the rest
  • A national targeting-centre workflow — hits routed to officers with the reason for the alert, not just a name
  • Data-protection and retention controls built in, because passenger data carries obligations most systems bolt on too late

Non-intrusive cargo inspection (NII)

Heavy X-ray and gamma-ray scanners that see inside a truck or container without opening it, so customs can clear legitimate cargo in minutes and open only the loads that don't match what was declared. Images stream to a central review centre instead of being read one lane at a time.

  • Drive-through and relocatable scanning for trucks, containers and rail, sized to each crossing's throughput
  • A centralised image-analysis centre where trained officers review scans remotely — expertise no longer tied to a single border post
  • Automatic anomaly and density flagging that points reviewers at the loads worth opening
  • Scan images tied to the manifest and pre-arrival risk data, so what the machine sees is checked against what was declared

We're actively pursuing both with governments across Europe, the Middle East, Africa and Asia Pacific. A single centralised platform behind the scanners and the passenger feed is what turns them from isolated checkpoints into one border picture. If you're scoping a cargo-inspection or passenger-targeting programme, this is the part we'd want to talk about first.

What we deliver

API-PNR data exchange

Advance passenger information and passenger name records to WCO and ICAO frameworks, with the risk-scoring that makes them useful.

Air cargo information systems

Manifest capture, pre-arrival risk assessment and release workflows.

Digital tax stamps

Serialised track-and-trace for tobacco, alcohol and beverages, from production line to point of sale.

Verification in the field

Inspectors and retailers able to authenticate a stamp from a handheld device.

Revenue analytics

Reconciliation between production volumes, stamps issued and duty collected — where the leakage becomes visible.

Customs integration

Connection into existing customs management systems rather than replacement of them.

What determines success

Stamp verification reaching the retail level

A stamp nobody in the supply chain checks is a printing cost, not a control.

Risk-based inspection

The value of advance data is in inspecting less, more accurately. An authority that uses better data to inspect everything has bought analytics and kept the queue.

Reconciliation, not issuance

The revenue is recovered in the comparison between datasets — production volumes against stamps issued against duty collected — not in the act of capture.
